Hi, ann, can not help but comment on the issue, hehehe. I have been an employee of the local government of Mainit and unlike your “unidentified” writer, I have the events of Mainit close at hand. The administration of Mayor Gatpolintan was so productive until the incumbent set of Sangguniang Bayan took office. Many SB members were so absorbed in criticizing the mayor that they forget that their primary function is to create laws and ordinances that would improve service delivery to the people. True they were given “certain mandates” to check the functions of the executive but this is in “aid of legislation”. I am really interested to know if there were significant ordinances that has been passed or deliberated to improve local governance, or if they were able to transform their whining into government policies, if the intention is really for the improvement of Mainit.
Again, if the administration is unproductive, let me site some examples:
1. In 2002, the local government of Mainit was elevated by the Department of Budget Management as a fourth class municipality. Population, land area, economic activities and income of the LGU were some factors for a change in municipal class. So far, our land area has not changed, the population has not significantly changed too.
2. For the past years, Mainit tailed in the search for the cleanest and greenest municipality in the province of surigao del norte. There were 28 municipalities in Surigao del Norte then. (With Dinagat being declared a new province, di ko na alam ilan na lang.) In 2002, we were 2nd placer to the search that included a 1) a solid waste management plan, 2) local government policies on environment, 3) community mobilization, 4) support mechanisms and infrastructures. In 2003, we were 3rd and in 2004, we were proclaimed winner and was pitted with Lanuza of Surigao del Sur for the cleanest and greenest municipality in the CARAGA region. The LGU was preparing for a project to be funded by the AusAID on solid waste management program but there has been a lull in action along this line. Funding agencies and national implementing agencies lost interest in LGUs with divided political leaders and non-cooperation.
