Married to Mrs. Eva Madrid Japay who has given him four lovely children: 1) Christian Jay, 2) John Ferdinand, 3) Joseph Alexander and, 4) Jayne Marie
Brother of Felixberto Moleta Japay, a businessman, and his sisters are Lina Japay Salgado (Senior Citizens Coordinator, Quezon City Hall), and Lilia Japay Galos (Staff, Land Transportation Office, East Avenue, Quezon City)
Cenon's father, Mr. Jose Beril Japay was originally from Gigaquit, Surigao del Norte
while his mother, Mrs. Luisa Mongado Moleta was a pure Mainitnon.
Cenon's relatives include the Moletas, Mongados, Mosendes, Libarneses, Salinos, Mozars, Lincunas, and Mondanos (Boboy Mondano’s side), among others.
He graduated with honors at Mainit Central Elementary School (1957 – 1963). He finished his high school with honors too at the then Mainit Municipal High School (now Mainit National High School, 1964 – 1968). At Far Eastern University in Manila (1969 – 1973), he graduated with the degree of Bachelor of Science in Commerce, Major in Business Management as a working student all throughout his college years.
His work experience has been mostly in the printing management business at Impressions, Inc. (1969-1970) and ELM Trading (1971 - 1979), until he became General Manager (1980-1986)and President (1986 to date) of his own company, the Christian Commercial Corporation. He also manages his own CCC Lotto Outlet since 1998.
